Banks would not lend to African-Americans.  Market values were depressed.  Then, open housing was established in 1968 to allow African-Americans to purchase homes anywhere they wanted to live.  However, the homeownership rate has decreased over the years.  What will it take to increase homeownership within Black and urban communities?
